I would definitely say Kuja.
I mean, Brahne-sure, she was evil, but not deliberately-she was just plain greedy, and Kuja manipulated her even more than she was.
Zorn and Thorn were just, well, puppets to everyone-they did what they were told, end of story. They weren't really smart enough to be evil.
The Black Waltzes weren't really evil either, they were like hyper powered versions of Zorn and Thorn, just taking out orders-also, Kuja made them, so they couldn't be nearly as evil.
Garland I would say was, until he's about to die, when I started to feel quite sorry for him-I mean, he was just helping his people, and when he realised that he was, in a small way, helping Kuja, he felt remorse, and that was probably the best bit in the game.
