Garnet for a ton of reasons. Not only was Eiko just flat out annoying but Garnet is one of the best developed characters in the entire game. I won't ruin the game for anyone, but she definitely was one of the best thought out characters of any game in the series. Not only that, she wasn't bad on the battlefield. Granted I'm not much a fan of healers but she was pretty useful.

I liked Garnet better because she had a better storyline I used her mainly for healing I don't really use summons but when I did she had the best I found Eiko to be an annoying brat

Hard to choose between them, they both have their merits. As a summoner, Garnet is definitely better - she has a wider range of eidolons, and the best of the game, Ark. However Eiko is a better white mage - she's got Full Life and Holy, which are really useful later on in the game. I used both Garnet and Eiko to fight Ozma, kept Eiko with Auto-Life on her at all times (using Amarant's Aura), and when everyone else died I summoned Phoenix to revive them all. So in that battle, Eiko was definitely more useful, though I did use Garnet to summon Odin and Bahamut.

I loved Garnet more than Eiko. Eiko was just too annoying and if I had her on the team, I usually used her for her white magic. Garnet I used her to summon most of the time and she was almost always in my team.
