I will vote for Freya simply because she can wield a lance better than Cid. Cid is just some pissed off redneck type of guy who just happens to have a lance as his weapon but Freya is actually a Dragoon. Also, she has the Dragon skills unlike Cid.

I vote for Cid,Freya was so boring on FFIX, the only part i liked with her is when you meet her in the bar that scene is brilliant but other than that shes the quistis of FFIX,Cid on FFVII on the other hand is funny and a strong character.
