Glad to see the resident hippie missed me 
Anyhoo, I used a combination of GIMP and Paint to make that. I used GIMP to create the background and then put the pic in, then I used paint to put the text in (because GIMP has a terrible font selection) an then just used that little tool to draw a border around the pic.

But these forums have a new owner, so there's hope yet.
Um...I dunno? GIMP = http://www.gimp.org/
To get the background, go to File -> New Document, make the size...whatever will give you the most room. Now take whatever pic you want, open it with GIMP. Then go to Edit -> Copy -> Paste As New. Then go back to your background and past it in, drag it to the appropriate place. Then Save As (make sure you select the file type, preferably JPEG), then it'll probably say something about how the JPEG cant handle the transparency, let it fix that, and from there you can just play with it in paint.
