Yeah, it's called fanservice. Big boobs are quite common in anime, but there are just as many characters (if not more) that have more modest proportions. The ones with the big ones are the ones that obviously stand out, and are marketed more heavily in advertising. It's your basic "sex sells" philosophy in action.

But in Final Fantasy, with all the female characters, really, there aren't that many in the top-heavy department. You've got Tifa, Lulu, Beatrix, and that's just about it for prominently featured characters. So out of all the female characters in FF, having only 3 is a drop in the ocean.

I always tried to include everybody in the battle so that everyone gets a piece of AP. Usually Lulu's enemies had high defense ratings, so I would have some characters attack her enemies and then use her to finish them off. She was usually the one to deal the final blow. So yeah, I got to see a lot of wobbling.

Oh the things I could go on about in regards to Lulu's outfit.
This is just the worst mix of physical attributes for someone with a "character" like Lulu. She doesn't come across as "that kind of chick"...but her appearance makes her look like a gothic spaniard with a job at the Mac makeup counter.

I personally liked Lulu's boobs. I have a tremendous boob fetish as a matter of fact. She just did a horrible job at presenting them. Come on Lulu...with titties that huge, you don't have to go the extra mile to make them noticeable. I would notice your tits if they were pressed against the other side of a brick wall.

And the thigh highs?
Who wears thigh highs on an epic pilgrimage? Do you guys realize that thigh highs don't just stick to your thigh? You have to wear a sexy getup called a garter belt just to keep them suspended. So we all know that Lulu's wearing a garter belt and lacey thigh high stockings...and possibly a really luxurious wonder bra.

And that voice...either she's a smoker, or she's chronically bulimic.

I hope you all noticed how when The party had to jump somewhere or do any running, lulu rarely was shown? xD.
