How to get Ammo Refine Ability??

I'm wondering about how to get the ammo refine ability... cuz i need to refine my items/cards?(i cant remember which one) to get a certain ammo for the Lionheart.

I believe Ifrit has the Ammo-RF ability that needs to be learned, and if my memory serves me, it doesn't show up until he has fully learned the F Mag-RF ability.

i already fully learned F Mag-RF and all other abilities except for one... so maybe i need to learn everything for it to come up. Ty .

i was lookin around online.. is it true that Ifrit has to be LEVEL 10 in order to learn the ammo-refine ability? or.. can i just learn EVERYTHING and then it'll show up... ( i'm doing a no level up challenge... so if this is it, then i can't get Lionheart on the first disc )
