Before your gain any party members, with just vaan, go to the dalmasca estersand. And let one of the wolves get your HP to <10% and enter the corridor of sand (north exit)

Once load screen dissapears you will see a rare spawn named Dustia, just use a phoenix down in it before it casts dark, and exit the area as soon as it dies, (so it can respawn instantly) and you will receive 1200 xp every time, get you to around 15 before even entering the royal palace, and all your party members will join you at that lvl or higher

just make sure u have lots of phoenix downs.
Its hard to get too many early in the game, due to lack of gil.

That would save a lot of time leveling up in the game expecially early on, but for some reason, I love leveling up in this game. The constant action, moving, controlling who you want to face and who you don't want to really makes the battle system sooo much more enjoyable.
