She loved Zack, but was fond of Cloud because he was behaving like Zack from his memories, but Aeris knew this and helped Cloud regain his memory, because he claimed to be a member of Soldier, she may know that he knew Zack, and wanted to know what had happened to him, although she knew already.

Aerith was totally in love with Zack she only decided to go Wall Market with Cloud cause Reno was still after them and she wanted a bodyguard to protect her from Shin-Ra. That and Cloud' personality was uncannly familar to Zack' which reminded her of the love she lost. Because being a Cetra she already knew he had passed into the lifestream. So on her part definatly Cloud was more like a best friend then a love interest. However Cloud being confused and mingled with Zack in Hojo' tanks in the manor probaly devoloped feelings for her. Which is why Cloud felt a enormous amount of guilt after her death that he could'nt resolve until he saw her in the church happy with zack.

Let's just get this out the way first... I didn't really like Aeris and wasn't sad when she died. *omgzeviliwillkillyouhowcanyounotlikeaeris*
Anyway...
I think she loved Zack and she found Cloud and liked him because he looked or acted like Zack. I think Cloud and Tifa were closer.

Durr, Zack! He was her boyfriend, for crying out loud. Cloud was just a passerby. And as hard as it is to believe, you can date someone without loving them, people do it all the time. At most, Aeris had a passing schoolgirl crush on Cloud, who was desperately in love with her.

True, she used to love Zack, she admits that in MoTP but in the MoTP Aerith also says this about Zack :
"Someone who's gotten along with so many girls can never become a lover."
and MoTP also says this :

Aeris is a natural flirter she just flirted with Cloud right from the begining!
For starters the way they meet is pretty pathetic to say the least i mean a guy comes crashing down in front of her...that was just dumb 
Second when Cloud sees Tifa going to Dons Mansion Aeris aks him if she is his girlfriend and if you answer yes then her reaction is:
Aeris:"Ohh...." as in darn it i wont get into his pants.
So one could say that Aeris likes Cloud and that Cloud also ended up having feelings for Aeris.
But since she DIED, she became a memory and nothing more.
And she went into the Lifestream with Zack i suppose...
Meanwhile Cloud stayed with Tifa and i´m sure they eventually got together.
Aeris=Zack
Tifa=Cloud
