For PMs, it's most likely there to prevent Mass PM Advertising, PM trolls, etc and, for posts, it's to stop trolls who post masses of profane images, advertise excessively, etc. It's to allow us to get rid of them before they leave too much of a mark on the site.
...so it's kind of a necessary irritation, though unnecessary for the shoutbox.
