I don't recall her saying anything like that. It's the cutscene at Gongaga you're referring to, right? I recall Cissnei telling Zack that after 10 minutes she'll be returning to the Turks. I think people assume she intends to leave the Turks is because firstly she seems to question her mission of eliminating Zack- and secondly, she doesn't appear in VII.

Cissnei?
Just confused here and all, I know Cissnei was in Crisis Core and Before Crisis...but what happened to her in VII? Did she retire, die? She wasn't mentioned in VII either, so it leaves me wondering to...does anyone know what happened to her after CC?

She wasn't in VII, seeing as VII was out before the spin offs and she wasn't even thought of as a character so any explanation to her whereabouts in FFVII just wouldn't exist because SHE didnt exist at the time of creation, she was a completely new character added into the spin offs, tbh, I don't think it was thought about really well, the creators would of know that she was a big character in CC and people would have wondered why just just seemingly dissapeared, they should have explained in CC why she was never gunna appear again because we all know she wasn't in VII =/
The spin offs created more plot holes than they solved I think ¬_¬

I bet she heard about Zack's untimely death and left Shinra to pursue a life of her own, really. Kelly's right when she says about it creating more plot holes. I did like the game and storyline, but I can't get over the confusion that is Cissnei either. People say she was Jessie from AVALANCHE. Though I'd think if she were, then she'd be more skilled than what we saw of THAT Jessie. Even so, there are many possibilities about what happened to her. We just don't know yet.
