I think the whole idea of maintaining a slower speed in built-up areas allows you to keep a good level of concentration in an area where you're likely to run across something that shouldn't be on a road. If you're coming round a corner at 30 and see a bairn, you're likely to brake before you hit him and vastly reduce how hard you'll hit him, if at all. If you're speeding round at 60, you'll have hit him before you realise you should've hit the brakes. Of course, it's not so black and white, but there you go.
For normal cars, y'know, that don't go on a race track (or, simply, your everyday car) will never be allowed to travel at more than 70/80mph. As far as I know, no roads allow you to drive at a speed any higher than that. As such, I question why cars are able to go any faster than that. Cutting that out might help to reduce speeders on the motorway and whatnot.
I don't know, I'm quite a conservative person and so I'd feel better if I knew that people were sticking to the speed limits and weren't going to get any faster than me, when I'm driving at the maximum speed limit.
